Apparently there is some "Project Helena" which is some CIA and FBI dudes who think terrorism is the greatest threat to the US National Grid. Unless they call the Greek demi-god Apollo a terrorist, this seems unlikely, to me! See The Real Meaning of Life.

The  Loop Fire was a firefighting accident in the Angeles National Forest (see  10,000 Acres of San Gabriel Mountain Forest Gone Up In Smoke ) that claimed the lives of a dozen firefighters in November 1966.  The day after the disaster a comprehensive study was ordered and you get the results here .
